Job Description Summary
The Human Resource (HR) Manager partners with the leadership team to understand and execute the organizations human resources strategy and will lead and direct the routine functions of the HR department including hiring and retention strategies, training, administration, and enforcing company policies and practices.

Duties and Responsibilities

  1. Administration
    • Ensure that all Company’s Administrative Tasks are running smoothly, properly and effectively covering facilities management, vehicles, insurances, licensing, etc.
    • Interpret and apply company regulations, rules, and policies regarding administration areas.
  2. Human Resources
    • Supervisory Responsibilities
      • Oversees the daily workflow of the HR staff in department
      • Provides constructive and timely performance evaluations
    • Operations
      • Maintain personnel files and standard HR letters and correspondence
    • Regulatory, Policy & Strategy
      • Following labor compliance rules, including applying for expat visa, work permit, employee quota, in/out declaration
      • Liaise with local authority, government and Ministry of Labor & Vocational Training for document processing
      • Process the NSSF claims as per requirements
      • Develop HR Policies to cover Recruitment, Employee Orientation, Staff Retention, Attendance and Leave, Grievance Handling, Drug/Alcohol Abuse, Employee Relations, Personal Debts, Performance Evaluation, Feedback and Coaching, Insurance Policy, Termination Policy, and any other policies relevant to the business
      • Develop and implement HR strategies and initiatives aligned with the overall business strategy
      • Develop and monitor overall HR strategies, systems, tactics and procedures across the organization
    • Recruitment
      • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent
      • Approving job descriptions and advertisements
      • Manage the recruitment and selection process
      • Managing the onboarding process
    • Training
      • Assess training needs and monitor training programs
      • Organizing staff training sessions and activities as required
      • Managing employee’s professional training
    • Retaining
      • Creates learning and development programs and initiatives that provide internal development opportunities for employees
      • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
    • Manage Staff
      • Monitoring staff attendance and managing leave
      • Pensions and benefits administration
      • Looking after the health and safety and welfare of all employees
      • Maintains compliance with government employment laws and regulations and recommended best practices; reviews policies and practices to maintain compliance
      • Oversees employee disciplinary meetings, terminations, and investigations

Required Skills/Abilities

  • Excellent verbal and written communication skills in both Khmer and English
  • Excellent interpersonal, negotiation, and conflict resolution skills
  • Excellent organizational skills and attention to detail
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks and to delegate them when appropriate
  • Ability to act with integrity, professionalism, and confidentiality
  • Thorough knowledge of employment-related laws and regulations
  • Proficient with Microsoft Office Suite

Education and Experience

  • Bachelor Degree in Human Resources, Business Administration, or related field required
  • A minimum of 5 years of human resource management experience preferred
